OASIS

OASIS is Germany's nationwide player exclusion register (Spielersperrsystem), established under the Interstate Treaty on Gambling (GlüStV 2021), covering both online and land-based gambling across all licensed operators.

OASIS is administered by the Regierungspräsidium Darmstadt and works differently from purely voluntary schemes: it supports self-exclusion requested by the player and third-party exclusion, where operators or close relatives can initiate a ban based on evidence of gambling-related risk. The minimum exclusion period is three months, and operators are legally required to file exclusions for players they identify as at risk.

Obligations for Germany-licensed operators include:

• real-time OASIS checks at registration and login, blocking any listed player across every gambling vertical;
• reporting capability to enter at-risk players into the register, with documented justification;
• integration alongside Germany's other central systems, such as the cross-operator deposit limit file (LUGAS).
